Development

Background

At the end of the 1990s, results from international large-scale assessments of student achievement revealed deficits in the competences of students in Germany. In response, the Standing Conference of the Ministers of Education and Cultural Affairs (KMK) initiated a reform process aimed at placing greater emphasis on the outcomes and effects of educational processes.

Definition

Educational standards specify the competences students are expected to achieve by certain stages in their education.

Test Development

To evaluate whether educational standards are being met, the IQB develops test items based on subject-specific didactic theory and empirical research.

Proficiency level models

Proficiency level models break down a continuous performance spectrum into a limited number of levels that allow for a meaningful interpretation in terms of content. These levels describe which requirements students are able to meet based on their test results and to what extent they meet educational standards.
